Miller Fall Protection Buying Checklist: 7 Things to Inspect Before You Approve PPE

If you're responsible for specifying PPE, this checklist is for you. It's the same one I run through when a Miller fall protection order shows up on our dock—before it gets anywhere near a job site. Seven checks, in order. It won't catch every problem, but it will stop you from approving something you'll regret.

For context, I'm a quality and compliance manager at an industrial safety distributor. I review every inbound PPE shipment—roughly 200 unique line items a year. In our Q1 2024 quality audit, I rejected 11% of first deliveries for spec deviations. Some were simple labeling errors. A few made me question the supplier's entire process.

The 7-Point PPE Purchase Checklist

Step 1: Name the standard, not just the slogan

If someone says a harness is "OSHA compliant," ask which regulation. For fall protection in construction, it's 29 CFR 1926.501. In general industry, it's 29 CFR 1910.140. A product might be compliant with one but not the other, depending on the work. It's tempting to think all compliant gear is equal. It isn't. Compliance is a floor, not a finish line.

Per FTC guidelines (ftc.gov), claims have to be substantiated. If a seller can't tell you the specific standard their harness is tested to, that's not a small red flag—it's the whole flag. Same for hard hats: ANSI Z89.1-2014. And safety glasses: ANSI Z87.1-2015. If those markings aren't on the product, it doesn't matter what the webpage says.

Step 2: Verify the model and size before you settle

The Honeywell Miller H500 fall protection harness is a common workhorse, and for good reason. But "H500" isn't one thing—the line has different models and sizes. The label on the harness should match the model on your purchase order. I've seen a batch of "universal" harnesses show up with doorbuster SKUs and no size variety. (Which, honestly, was exactly what we didn't order.)

Check the sizing range, not just S/M/L. A harness that's too loose creates a fall hazard on its own. If your crew spans a wide range, order the sizes you actually need and mark them clearly. Ask the supplier for the manufacturer's sizing guide and compare it to your worker measurements. That sounds simple, but I've seen a contractor order all L/XL because "everyone can adjust it." They couldn't.

Step 3: Don't buy a harness and forget the connection point

A harness is only one half of the system. The lanyard or self-retracting lifeline is the part that actually stops the fall. Step 4: Treat hard hats and glasses as part of the system

Type 2 matters because it protects against lateral impacts, not just top impacts. And glasses need the Z87+ marking—not just "looks like safety glasses."

Step 5: Check labels, lot codes, and date of manufacture

Every harness has a label. It should show the model, standard, serial number, and date of manufacture. If that label is missing or faded, reject it. This is one of the first things we look for on the dock (note to self: always photograph labels before filing the certificate).

Why does this matter? Because fall protection equipment isn't used forever. Some components degrade with UV, chemicals, and heat. A dated label tells you whether you're buying something that's still within a reasonable service life. No label, no acceptance. I'd also recommend checking that the label is durable. A paper label that falls off in a week is not acceptable on a piece of safety equipment.

Step 6: Test the hardware and stitching before issuing

This is the step that most people skip. A snap hook should open smoothly, close with a click, and lock with no side play. Webbing shouldn't show fraying or heat damage. Stitching should be straight with no pulled loops at stress points. We do a quick gate test on every carabiner before it goes into inventory. It takes seconds and catches issues that paperwork won't.

One specific thing I've learned (surprise, surprise): gate pressure varies. During a recent batch check, about one in every sixty carabiners had a gate that didn't fully release when the lock was engaged. Easy to miss if you're just looking at the label. So test the hardware with your own hands.

Step 7: Ask for paperwork and training support

The product itself matters, but so does the evidence. Ask the supplier for the declaration of conformity, test certificate, and the manufacturer's user instructions. If those documents are vague, that's a problem. And if the supplier can't explain the equipment's limits, they're not a safety partner—they're a middleman with a warehouse.

There's another part that often gets overlooked: training. Miller is an authorized Honeywell brand, and part of that structure is access to proper instructions and support. A supplier who can't provide that is a red flag. We also verify that the supplier is an authorized distributor before paying. That step alone has saved us from chasing counterfeit product more than once.

A Note on Pepper Spray (and Knowing Your Lane)

Every so often, someone asks about "how to make pepper spray" or whether a DIY spray is a good alternative to adding it to a personal safety kit. I'm going to be direct: that's outside my lane. Here's what I can tell you: if a vendor said "this isn't our strength—here's someone who does it better," I'd trust them more, not less. Knowing your lane is a feature, not a flaw. For pepper spray, buy from a reputable self-defense supplier and check the label for oleoresin capsicum concentration. Don't make it in your kitchen.

Common Mistakes I Still See

  • Buying from an unverified online listing because the price per unit is lower, then reordering after a failed inspection. We saved $20 per harness once and spent $400 in freight to send it back. Penny-wise, pound-foolish is real.
  • Assuming "one size fits most" means it fits your crew. It doesn't.
  • Skipping the gate test because "it came from a major brand." Major brands have bad batches. That's why there are lot numbers.
  • Storing equipment in a truck bed under the sun and then wondering why the webbing looks faded. It's not decorative wear.

We didn't have a formal incoming inspection process until 2022. The third time we caught a bad batch after it had already been distributed, I created this checklist. Should have done it sooner.
